What the programme is About :

Reflecting the multifaceted nature of the problem, AID is interested to take up multi-sector and multi-year long term initiatives. However, in this phase, AID is intended to achieve the following desirable changes for tribes and their lives which are linked with forest. Increase forest coverage of trees by 8%, 600 hectares Protect a further 8%, 1200 hectares, of the forest from destruction Self-sufficiency in food and income for the tribes

Connected with these major changes, as short term measures, the project is aiming to make a difference in the following areas:

• Improve governance of community organisations
• Increase family and community assets e.g. irrigation and water sources and storage structures.
• Increase shellac/lac production by 25%.
• Increase equal opportunities for women

BACKGROUND :

Tropical forest provides habitat, food, fodder, water, fresh air, stable climate, medicine, life, livelihood and safety-net for the tribes. Forest is a not only a lifeline for the poor people, but also provide life supporting system to animal and plant life which human beings are symbiotically linked. But this balanced system is now at stake in many forest regions of India which creates problems of food, water, employment and life insecurity to the poor tribes. Alternative for India Development (AID) is seriously concerned of this conflict of human beings with nature. Being committed to tribal poor, AID has been addressing the underlying causes of this conflict in partnership with tribal communities as part of its mandate. The brochure is dealing with AID’s initiatives for sustainable development of the area and the tribal people. Location: Erky block, Khunti Sub-division, Ranchi District of Jharkhand State, India. Erky is 74km from Ranchi, the Headquarters of Jharkhand State. It is a Munda tribal pocket. The area is a tribal enclave located in a remote hinterland with no basic infrastructure facilities available. The Munda tribes are fully depending on forest and its resources for subsistence and survival. In this area, the forest determines the life and livelihood of the tribes.

Uniqueness of the project :

The uniqueness features of the project/programme are: In this initiative, non-wood forest products (NWFP), increase inproductivity of NWFPs, sustainable harvest of NWFP, facilities for storage, processing and trade facilitation are the central focus for forest protection, promotion and livelihood security. This is a sustainable management initiative in which both environment and the people are equally benefited.

Another special feature is strengthening of symbiotic link and relationship between forest and the people. It is a mutually beneficial and mutually caring, sharing and supporting strategy.The forest people are the central focus in this approach. Their culture, their system and their sustainable indigenous practices are cross fertilised with scientific practices to benefit from both internal and external knowledge and practices.

AID believes in a long term approach to sustainable development. Within this long term plan the project also has short-term interventions to meet the immediate needs of the poor in the area. As a long term strategy, AID is in the process of experimenting with a combination of livelihood and rights-oriented approaches to sustainable development, human security and poverty reduction.

Under the livelihood approach, we achieve our aims by building up the capacity and asset levels of the community in the following areas:

Building up human capital and capacity of the men and women in the area using both indigenous and external knowledge and skills.

Strengthening social capital currently existing in the form of village panchayat and creating additional social capital in the form of women and youth forums and building up horizontal and vertical networks for influencing governance and policies to make them pro-poor and pro-tribal.

Expanding economic capital-access to micro credit, government subsidies, technology and market facilitation.

Nurturing natural and environmental forest-capital and its resources, land, water resources and access for clean air and congenial living environment.

Promoting additional physical resources road, transport, communications, social, irrigation and other basic infrastructure facilities of the region for effective utilisation of various resources available.

Alongside this, to inject human values into the entire process of development, a rights oriented approach in the project would provide support to fulfil the following rights:

Livelihood rights: Right to food, right to employment, right to subsistence and minimum wages and right to protection from economic exploitation by traders and middlemen while selling forest produces.

Right to water, right to forest and its resources, right to a clean environment, right to protection from loss of livelihood resources like the forest and its products and right to access technology for increasing forest productivity.

Right to information, right to knowledge and right to basic life skills, right against discrimination on the basis of ethnicity, sex, region and disability and right to equality, equity and equal opportunity and access to opportunity for all.

Right to association, right to freedom, right to self-governance, self-determination, right to language, right to identity and right to participation in policies and decision making.

Right to responsible governance, right to government services, right to protection from abuse of power.

Right to protection from diseases and deaths, right to safe and secure environment.
