E-Champion of Garwah District in Jharkhand

Garwah District of Jharkhand is always in the limelight for wrong reasons such as frequent violent outbursts of violence and high poverty. However, this time, Garwah District is in the spotlight for positive reasons, i.e laying road map for e-revolution and introduction of fast track governance in this  drought prone district. The credit for this goes to the Deputy Commissioner (DC) of Garwah Shri Vijay kumar Singh Under his dynamic and able leadership, a new era of e-governance through Common Service Centre(CSC) is in the making. The DC made a road map for grassroots

e-governance for the district, perhaps for the first time in India, in close partnership with Alternative for India Development and its sister IT company Vikalp Multimedia (VMM). This e-governance road map is an effort to make concrete and practical shape to the existing egovernance mission of Ministry of Information and Communication Technology (MIT) through Common Service Centres (CSC) for effecting erevolution.
The DC from the inception evinced keen interest in deploying Information and Communication Technology (ICT) to find solutions to the rural problems. Though he was not used to handle computers previously on his own, he learned computer through the guidance of VMM and now he is not only regularly accessing email and sending communication, but also motivating and supporting all the District heads of the government to make extensive use of computers and internet for speedier and quicker governance and decision making.

Turn round the district governance
After knowing the relevance and potentials of CSC, he is not only an ardent supporter of CSC, but also mainstreaming e-governance with various line departments of the government at the district level. He has been instrumental in outsourcing the data entry works of Social Security Department, Block Development Office and election related works to CSCs.

During his regime, he opened up a new chapter in electoral history by conducting election in this disturbed district with the engagement CSCs. He identified 60 Village Level Entrepreneurs (VLEs) as micro election observers. They were trained on electoral rules, procedures and role and responsibilities as micro observers. This engagement is a big boon and recognition for the young VLEs in the region. They all have done their duties as election micro observers and got appreciation from the DC and Election Observers of the District for peacefully conducting election in the disturbed district.

He also engaged CSCs for election related photographic and video-graphic works. He also outsourced the digitisation works of locating election booths in general and troubled booths in particular and was given to all the police and others who were in election duty. This mapping work was highly useful for the government to conduct the election.

Ensuring e-preparedness
Not contented with what he did, he is instrumental in organising district level CSC exhibitions and workshops on CSC with the engagement of all the district line departments. In these events,

the DC took personal interest and demonstrated the value of egovernance and the application of various CSC services to the citizens to all the Block Development

Officials and Line  Department Heads. The BDOs engagement further generated immense interest from their end  and now they are all evincing keen interest in CSCs and have provided rooms and other support services to the CSCs in all the 14 blocks of the District. E-Nagaric SevaThe DC also took personal interest in rolling out e-Nagaric Services in the district. He took a lead in Palamau Zone in dedicating the e-Nagaric Services in the district.

A pilot experiment on e-Nagari Seva commenced in one panchayat for the first time in this zone. The people in Garwah are very  happy of these e-Nagaric Services during his regime.

After knowing the value of CSC among the young people, he made a plan to support the VLEs under Backward Area Fund of the District. He also is trying to link up CSCs with Self-help groups and other rural development programmes of the district with CSCs.

Financial InclusionThe DC is keen to implement financial inclusion services through e-governance kiosks of the District. He has been advocating with the banks for engaging CSCs for extending rural banking

services to the unbanked population. He took special interest in urging the banks to speed up the implementation of financial inclusion services in rural areas. He is also extremely interested in opening bank accounts for all the rural households and providing payments for wage earners through banks under National Rural Employment Guarantee Act (NAREGA). He also wants all the payment under various social assistance schemes of the government through CSC channel.

New e-governance messiahHis actions speak volume in turning round the governance and government system to serve the rural masses. He is a new e-governance DC at Praga Kendra issuing certificate Bank and govt officer messiah of the Garwah District in ensuring the government services to reach the unreached area. For him, citizens are the heart of his governance. He wants ICT as a means to provide fast-track citizenship and business services. We hope that in his regime, a new chapter is going to be added in the history of e-governance and citizenship empowerment.
