EMPOWERING RURAL COMMUNITY FOR TOTAL
DEVELOPMENT THROUGH AN ICT INTERVENTION

Jharkhand emerged as a new state in the year 2000. Born out of Bihar it still carries with it many disadvantages of being a backward state. Though minerally rich, the population of the state is very poor. Still majority of its villages are without electricity, roads and communication facilities. The governance is equally poor. There is widespread illiteracy and ill health. The landlessness has created landless labour. Vagaries of nature have resulted in constant distress migration. Gender inequality due to feudal and purdah culture and lack of information have caused wide gap between a common man and the government. The rural masses are devoid of right price and market for the rural produce.
Reflecting the problems stated above, Ministry of Information and Technology under Government of India, has recently evolved e-governance policy to connect the disconnected rural villages with the governance system.
When we talk of ICT - Information Communication Technology- with respect to the above setting, it is a distant dream in the region. The power of ICT has not been visualised or harnessed in the information starved region.
In this scenario the CSC (Common Service Centre) is expected to be a one window digital solution for combating the wide divide and lack of access between the rural urban population. It is considered as a pro-poor tool for empowerment and tackling the poverty among the poorest.
The Department of Information Technology, Government of India has ambitious plan to set up 1,00,000 CSC centres covering 6,00,000 villages in India.
